Black Hills Energy — Colorado Electric filed a request for an electric revenue increase with the Colorado Public Utilities Commission (CPUC) Tuesday, January 5, 2010. The request is necessary to cover the utility's increased expenses, which are not fully offset by cost savings and efficiency measures the utility has implemented and are primarily associated with electricity supply contracts, and investments in equipment and electricity distribution facilities necessary to maintain and strengthen the reliability of Black Hills' electric delivery system in Colorado.

The typical monthly bill would increase by approximately $10.79 for residential customers if the proposed rates are approved, and $36.00 for commercial customers. The increase experienced by commercial, industrial and governmental customers will vary depending on rate class, load factor and the level of their electricity demand and usage. Even with this increase, Black Hills Energy rates are comparable to other electric providers in Colorado.

These requests are a normal part of our utility business and must comply with established regulatory procedures of the CPUC. It will hold a public hearing in 2010 on Black Hills Energy's rate application.

The CPUC has 210 days to review and analyze Black Hills Energy's request. In its request, Black Hills Energy is seeking a $22.9 million, or approximately 12.8 percent, increase in annual revenues, with an anticipated effective date of mid-2010.
