Residential: Low-Income Assistance Program

Qualifying low-income customers can receive help in managing their energy use and bills through Black Hills Energy's Low-Income Assistance Program. The program works directly through two existing agency's, The Governor's Energy Office and NeighborWorks of Pueblo both of which provide services to low-income customers by working with local community action programs (CAP).

Black Hills Energy funds will focus on measures that reduce electric cooling, refrigeration and lighting. Black Hills Energy will provide funds to the CAP agencies and NeighborWorks of Pueblo to pay the full cost for three different measures:

  • Direct install of compact fluorescent lamps
  • High efficiency (ENERGY STAR) rated refrigerator replacements
  • Window/wall evaporative cooler installations
