Dubuque, Iowa, natural gas line project

We’re proposing to construct a seven-mile long natural gas line south of the city of Dubuque in Dubuque County, Iowa. The natural gas line will start at a Black Hills Energy facility located southeast of the intersection of U.S. Highway 61 and U.S. Highway 151, extend north and west toward the city of Dubuque, and end at another existing Black Hills Energy facility. The natural gas line will be owned, operated and maintained by Black Hills Energy.

This project will enhance reliability and accommodate future natural gas needs of the Dubuque area. The natural gas both existing and new residents as well as new or expanding businesses that bring economic and employment growth to the Dubuque area.

Overview of project

Black Hills Energy is proposing to construct an approximate 7-mile long natural gas pipeline in Dubuque County, south of the city of Dubuque. The proposed pipeline will start at a Black Hills Energy facility located southeast of the intersection of U.S. Highway 61 and U.S. Highway 151, extend north and west toward the city of Dubuque, and end at another existing Black Hills Energy facility. The pipeline will be owned, operated and maintained by Black Hills Energy.

We're building this new pipeline now so that we are prepared for the growth that will happen as the Southwest Arterial is completed.

Project Details

  • Our land services company, HDR, will work closely with the impacted landowners. 
  • As the final route is determined, affected landowners will be contacted personally by their assigned Right of Way (ROW) Agent. The ROW Agent, HDR, is a contractor working for Black Hills Energy. They'll serve as the main point of contact for landowners and tenants throughout the lifecycle of the project.
  • ROW Agents will be well-versed in project details including process and timing for easement acquisitions, construction practices, construction scheduling and restoration and damage settlement procedures.
  • For any questions that may call for specific engineering responses, the ROW Agent will facilitate those discussions with project engineers as well. Our goal is to provide a consistent platform for productive, reliable and timely communications between the Black Hills Energy team and affected landowners and tenants.
    • After conversations have been held with individual land owners and tenants and other additional research and data collection is completed, we'll review our findings and make necessary updates to the final route of the pipeline and recommunicate our planned approach with all stakeholders.

August 2018 HRD, the right-of-way agent contracted by Black Hills Energy, will begin working with impacted landowners.

The route for the natural gas line was carefully selected by considering constructability, cost, environmental factors, public safety, existing and future land uses, constraints and impacts to landowners.

We aim to provide a consistent platform for productive, reliable and timely communications between our team and affected landowners and tenants.

Right of way or ROW Agents, who work for a land service company called HDR, will contact affected landowners as the final route for the natural gas line is determined. HDR is a contractor working for Black Hills Energy. They'll serve as the main point of contact for landowners and tenants throughout the lifecycle of the project. ROW Agents are well versed in project details including: process and timing for easement acquisitions, construction practices, construction scheduling, and restoration and damage settlement procedures. Inquires requiring specific engineering information will also be facilitated by ROW Agents.

We’ll review our findings from conversations with individual landowners and tenants, as well as other additional research and data collection. We’ll make necessary updates to the final route of the natural gas line and re-communicate our planned approach with all stakeholders.
