CHEYENNE, Wyo. – Nov. 17, 2017 – Black Hills Energy today submitted a rate review proposal to the Wyoming Public Service Commission to recover safety, reliability and system integrity investments for natural gas service for its 7,200 customers in northwest Wyoming, including the communities of Cody, Meeteetse, Ralston and the surrounding rural areas.
Since acquiring the system in 2015, Black Hills Energy invested $6 million to replace, upgrade and maintain 620 miles of natural gas transmission and distribution pipelines – critical infrastructure needed to ensure the safe and reliable delivery of natural gas to customer homes and businesses in northwest Wyoming. If approved, the request would mark the first rate increase for the company’s northwest Wyoming customers in 15 years.
“Natural gas remains an excellent value and we are committed to controlling costs and making responsible investments that ensure we continue to deliver the safe, reliable natural gas our customers have come to expect, when they need it, where they need it,” said Shirley Welte, vice president of natural gas and electric operations for Black Hills Energy.
As proposed, a typical residential customer’s bill would increase by $12.71 per month based on average monthly usage of 75 therms. This includes a change to $17.50 from $11.00 for the customer charge; the customer charge is a fixed rate for service that doesn’t vary based on usage to pay for a portion of the cost to serve customers. The increase for commercial customers would vary, based on rate class and total usage. If approved, the new rates would take effect in mid-2018 for Black Hills Energy’s 7,200 natural gas customers in northwest Wyoming.
The rate review does not affect the cost of the natural gas delivered by Black Hills Energy. The natural gas commodity cost is a direct pass-through to customers, meaning there is no mark-up or profit.
