Colorado Medical Exemption Program
The Colorado Medical Exemption Program is designed to lower electric bills for residential customers who meet specific medical and income qualifications. The CMEP program is overseen and administered by the Chronic Care Collaborative, an independent non-profit organization.
Who can participate?
Black Hills Energy customers may participate if they have medical conditions that require high electric use or use life support equipment in their homes and have a household income of less than 250 percent of federal poverty guidelines.
What types of home medical equipment qualify for the program?
In addition to life support equipment in the home, qualifying equipment may include:
- home dialysis
- CPAP machines
- electric wheel chairs
What are the income requirements for the program?
Customers may qualify with a household income of less than 250 percent of annual federal poverty guidelines.

How much energy must I use each month to qualify for the program?
There are no specific energy usage requirements to be eligible for this program after the medical and income qualifications have been met. However, the CMEP program saves money for those customers who use, on average, over 785 kilowatt-hours of electricity per month. Customers with lower monthly energy use will remain on the regular residential rate as this is the lower cost option.
If I'm enrolled in the CMEP, how much will I pay for electricity?
Customers enrolled in the CMEP will pay a flat rate for electricity. The rate is $0.11094 per kilowatt-hour of electricity used and will be in effect all year-round. Participants in the CMEP will continue to pay for all other riders and charges on their Black Hills Energy bill including the Monthly Customer Charge.
How do I apply for the program?
You can download and print an application form. You may also contact Chronic Care Collaborative by phone at 303-993-5056 to request that an application be mailed to you.

Is there a deadline for applications?
No. Applications are accepted year-round.
If I'm accepted into the program, how long can I stay on the program?
If you're accepted into the program, you'll be automatically renewed every year, until year three. In year three, customers must submit Affidavits of income and medical eligibility to remain on the program.
If I'm not accepted into the program, may I reapply?
Yes. We urge customers to reapply if your medical or household income circumstances change.
Does Black Hills Energy have access to my personal income and medical information?
No. Your personal income and medical information is strictly confidential and reviewed only by the Chronic Care Collaborative, the administrator of the CMEP program. As such, we ask that you do not send your application to Black Hills Energy as we are unable to process your application.
