Utility Disconnection for Head of Households With Deployed Military Personnel
Households of deployed military personnel are protected from gas and electric utility service disconnection under rules adopted by the Iowa Utilities Board. Natural gas or electric service cannot be disconnected for non-payment during the period of the military deployment and for up to 90 days afterwards. For this exception of disconnection to apply, the utility must be informed of the deployment before disconnection. Ultimately, the household protected from disconnection is still responsible for payment of utility bills.
For Black Hills Energy residential natural gas customers in Iowa who are being deployed for military service, are deployed, or the head of household is deployed, can take the following steps:
- Send deployment papers by fax to 800-572-3667 or e-mail to POSID@blackhillscorp.com. These can also be mailed to 1102 E. 1st Street, Papillion, NE 68046.
- If you are facing disconnection, further collection activity may take place on your account if the deployment paperwork is not received. A credit representative will be in contact by phone with you within 48 business hours after the faxed deployment papers are received.

The new rules implement legislation passed by the Legislature and signed by Gov. Chet Culver addressing issues related to unemployment, housing, family services, and other legal protections for military families. The laws were in response to Department of Defense recommendations that states adopt measures supporting military families in 2010.
